Harmonisation of Armenian statistics with EU standards

The start of a new EU twinning project in Armenia was officially announced on 15 September 2015. This project is aimed at upgrading Armenian statistics and is called “Strengthening of the National Statistical System of Armenia – Phase II”.
The objective of the project, which is financed by the European Union with a budget of €1,000,000, is to support the National Statistical Service of the Republic of Armenia through institutional twinning. This will involve the upgrading of specific elements of the Armenian system of official statistics. A comprehensive dissemination strategy will be introduced, as well as compilation methodologies closely aligned to European Union standards. A focal point throughout the project will be the use of existing administrative registers for the production of statistical information. In this way the project will help Armenia to produce statistics using EU methodologies; therefore, enabling direct comparability with those of European countries and further afield. Improved statistics will provide valuable information to the Armenian public, as well as policy makers.
ARS_1869The Head of Cooperation of the EU Delegation to Armenia, Hoa-Binh Adjemian, underlined the EU’s commitment to support Armenia: ‘There are many sectors in Armenia that the EU supports in the implementation of reforms. Statistics are key to cooperation – the national statistics system is very important and can help many other areas. Without data we cannot plan properly, as we cannot see or understand correlations. Statistics are also important to ensure transparent communication between different parties, different stakeholders and government. By supporting this project we will receive data that will help us better implement other upcoming projects’.
The following project results are expected:
● The development of a dissemination strategy, enhanced user involvement, and general improvements to the dissemination system;
● Improvements to collection mechanisms for vital statistics and a re-organised system of migration statistics;
● The calculation and the publication of labour costs, a labour costs index, and structural statistics on earnings;
● The introduction, calculation and publication of poverty statistics;
● The introduction and publication of a methodology on innovation statistics;
● The compilation of water accounts.
The implementation of the project will involve statistical experts from the national statistics institutions of Denmark, Finland, Italy and Lithuania, who will work closely together with their Armenian colleagues at the National Statistical System of Armenia. The project will run until August 2017.
